The county's Building Safety program reviews and inspects permitted construction in unincorporated Clark County and the town of Yacolt; the cities, including Vancouver, permit inside their own limits. A new house is a New Home Construction (NHC) permit, which bundles the plumbing, heating and cooling, water or sewer connection and road approach permits. The county does not issue electrical permits.

Under the Growth Management Act, each county's comprehensive plan sets rural densities; the county zoning code sets the actual minimum lot size. Clark County Public Health permits septic systems on land off the sewer, after a soil and site evaluation and a design that keeps a reserve area for a future drainfield. It says about 35,000 homes and businesses in the county use septic, checks that the soils and topography can support each system, and tracks routine maintenance inspections afterward.

Clark County's residential structural design sheet (revised January 29, 2021) lists a 12-inch frost depth, a 30 psf ground snow load with a 25 psf minimum roof snow load, 135 mph ultimate wind speed at exposure B, 1,500 psf soil bearing, and Seismic Design Category D for residential design. The county lets a true agricultural structure, one used solely to house farm or forestry equipment, hay, grain or livestock and never lived in, skip the building permit once the owner certifies its use. Shops, garages and residential accessory buildings do not qualify, so a barn with living space is permitted like any other home.

Pull the parcel up in the county's Property Information Center first: its environmental tab shows any recorded well or septic system. Then confirm the zone, since a 5, 10 or 20 acre minimum or resource zoning decides what the parcel can hold. Budget time for the water adequacy review and the soil and site evaluation before the permit, because the drainfield location often decides where the house and shop can sit.
