A home permit needs a Water Availability Verification from Island County Public Health, valid for one year. For an individual well, that means a well site approval, a pump test of at least one hour, the well log, water tests including chloride and conductivity, a 100-foot pollution control radius and a meter at the well. A public water system instead supplies a purveyor letter.

Island County's building permit page notes that a garage or shop on a parcel under 2.5 acres without a residence is restricted to 800 square feet, and that a shop with plumbing needs an approved septic permit and water availability verification.
