Who issues the building permit County building department

Clallam County Department of Community Development (Building Division)

For unincorporated land, building permits are issued by the Department of Community Development, and every building application now goes through the county's online portal. The Building Division notes that the 2021 building and energy codes have been in effect since March 15, 2024. Port Angeles, Sequim and Forks issue permits inside their own city limits.

The Growth Management Act has each county set its own rural densities in the comprehensive plan, carried into zoning. A licensed septic designer schedules the soil and site evaluation with county Environmental Health, then submits the plans and permit application. New systems must set aside a reserve area the same size as the first drainfield. A new construction permit is valid for three years, and a licensed installer, or a qualifying owner-resident, installs it.

Most building permits in the county require proof of potable water through a Water Availability application: a letter from a public water system, or for an existing well a plot plan, pump test if the well is over ten years old, and recent bacteria and nitrate results. Dungeness Water Rule (WRIA 18)
Ecology's Dungeness rule covers the Dungeness River watershed part of WRIA 18, from the Morse-Bagley divide east to the WRIA boundary, and requires mitigation for new groundwater withdrawals, permit-exempt wells included. Since it took effect in January 2013, people building new homes have bought mitigation certificates from the Dungeness Water Exchange.

Roof snow load may not drop below 30 psf in Beaver, Forks or Neah Bay or 25 psf elsewhere, and above 600 feet it is the elevation times 0.04.

On unincorporated land the Clallam County Department of Community Development issues the permit, after Environmental Health has approved the water supply and the septic design; inside Port Angeles, Sequim or Forks, the city does. Can I drill a well for a barndominium near Sequim?
Usually, but in the Dungeness Water Rule area the new water use must be mitigated. Clallam County requires proof of mitigation before it issues the building permit, and Ecology notes that water for outdoor irrigation is not available in every part of the basin, so garden plans may need to shrink. Some public water systems serve homes without the mitigation step, which is worth checking before you buy.
